Building Budget Error: $9 Million

University officials said the mistake was made in May 2004 when the project manager in the university’s architectural and engineering services department was working out the budget for the second phase of construction and calculated the net square footage of the student union building rather than the gross square footage.

The project manager reported the error to Larry Schilling, the former director of architectural and engineering services, Grava said. Schilling, who oversaw all UConn 2000 construction, resigned in December after being placed on administrative leave the month before.
There was a communication problem in having problems passed up the line,” Grava said.
Grava would not comment on why Schilling was placed on leave, and Schilling could not be reached for comment.

This is the second time the 210,494 square foot student union project has gone over its original $45 million budget.
Last year, the trustees added $2 million to address student complaints about low ceilings and exposed ductwork in the new cultural centers in the building.
The university originally planned the second phase of construction as a renovation of the existing south wing of the Student Union building with new construction that would extend into the footprint of the old School of Pharmacy building,

A delay in the demolition of the old pharmacy building threw that plan off. The university redesigned the second phase to keep it on track and decided to demolish the south wing and replace it with new construction.
But once construction was underway, the contractors found unexpected amounts of rock ledge that required costly drilling to excavate for the building’s foundation.
